Jim is the Energy Management division director, at the Naval Facilities Engineering and Expeditionary Warfare Center. Jim leads engineers, computer specialists and program analysts supporting several key initiatives in the Department of Navy energy program.. His team is involved in most aspects of the Navy energy program and leads Energy Savings Performance Contracting, conducts R&D to validate new energy technology performance transfer it to DON installations and, reports DON energy consumption for the Department of Defense annual report. The division’s most recent initiatives include meeting the President’s Performance Contracting challenge and developing energy storage solutions to support energy resiliency goals. Jim has 35 years energy engineering experience, is a registered professional mechanical engineer in the state of California, and a member of ASME and AEE. In 2011 he received FEMP’s individual exceptional service award. Jim is a prior FEMP Energy Champion and part of the Naval Facilities Engineering Command team that won a Presidential Award for Leadership in Federal Energy Management in 2003. Jim earned his BS in Engineering Science from the State University of New York, and his MS in Mechanical Engineering from the University of California, Berkeley.
