The Alpine Library, the County of San Diego’s first Zero Net Energy designed facility, was opened on May 17, 2016. The facility is predicted to consume approximately 100,000 kWh of electricity annually. The PV array was sized to provide 108% of anticipated electricity use making it a Net Positive Energy building. The project is pursuing LEED Gold Certification and the Net Zero Energy Building Certification through the Living Building Challenge. The presenters will discuss the following subjects that make this project a great case study. • The technologies that give the facility a low EUI and Zero Net Energy: variable refrigerant flow HVAC, LED lighting throughout, high-performance glazing and shading features to optimize daylight and views, solar thermal water heating, 72 kW DC PV array with micro-inverters. • An M&V Plan was developed during the design phase and identified an end-use submetering strategy that fit into the budget and gave acceptable granularity for our purposes. Electricity and water submeters were included in the design and connected to the Building Automation System for trending. Data collected since final Commissioning of systems will be discussed including findings, challenges and lessons learned. • The County’s centralized, networked building automation system is key to the M&V strategy. This talk will highlight the central role of the BAS in the collection of data, outline challenges experienced during building commissioning with aligning all the controls programming in order to get reliable data about building performance, and review lessons learned that will aid the process for future projects.
